How does this role benefit the work of the organization and the profession?
This role supports the education activities of the SOA by developing relevant content related to US Health Insurance. This will take the form of a stand-alone, optional regulatory certificate designed to help actuaries meet the basic education requirements of the U.S. Qualification Standards (USQS) for issuing the Health Specific Statement of Actuarial Opinion. Additionally, the certificate provides an opportunity for actuaries to earn continuing education credit.
Responsibilities & Duties
1. Provide advice on how the curriculum can be logically organized into individual modules to form the certificate program. 
2. Determine the Learning Objectives and Learning Outcomes of each module.
3. Produce courseware that is aligned with the Learning Objectives and Learning Outcomes, which may encompass : (a) Content slides (b) Videos that help to engage learners by breaking monotony of reading text (c) Real-world case studies or articles (d) Research findings
4. Create questions for formative assessment to guide learners in improving their understanding of the content.
5. Create questions for summative assessment at the end of a module to measure learning achievement.
6. Recommend additional readings and resources.
Time Commitment/Hours
61-80 hours
Time Commitment - Description *
Time commitment may be broken down according to : a) Courseware development in terms of writing and reviewing content slides, filming videos, creating assessments. b) One to two 1-hour check-in virtual conference calls with the project team per month. c) Development of the certificate by year-end 2025.

Experience Required - Description
1. Have good familiarity with the USQS and other US-centric Health Insurance regulations.
2. Have good understanding of the process of issuing Statements of Actuarial Opinion (SAO) involving reserves, including but not limited to the regulator perspective and regulator oversight functions, reserve types and methodology, contents of the SAO, memorandum and annual statement, RBC and enterprise risk management.
3. Must have attained the FSA.
4. Comfortable with writing detailed content. Volunteers may also be invited to contribute to video filming as part of courseware development.

Work is expected to be carried out remotely and communication will be done virtually.
Travel Required
Travel may be required for those involved in filming videos that are produced at recording facilities.
